How can you say that a requirement is good or perfect?

Good requirement plays an important role to the success of the project. It is the job of a business analyst to gather and document business requirement of the project, and also review the requirements Correctness, Feasibility, Understandability, Clarity, testability, Consistency and Completeness.

So in a nutshell it can be said that the requirement specification document should contain consistent and complete requirement of the project.
